In 1986 it was decided to assemble a LAB environment for project management of the County of Santa Clara, Silicon Valley, Assessor's Information Management System (AIMS), in which all design development and installation activities could be performed, closely controlled and technically directed. The result is depicted in the AIMS team POLYCOM video, in which a conference room had been converted into the CAMBO Lab. The CAMBO LAB charter is to operate as a system of: People, Methodology, Software and Hardware; to Design, Build, Test and Install multi-EXPERT, Knowledge Information System.

The CAMBO Multi-EXPERT System Lab is viewed as an engine that when inserted into an enterprise operates on a continuing basis to record an organization's rules by which business is conducted.
